A significant step forward for housing-led regeneration in Liverpool has begun, as the Vescock Street and Limekiln Lane scheme becomes the first development proposed for delivery led by Aviva Capital Partners and supported by Homes England.
This marks a transformational moment for the city’s development landscape and serves as an early milestone in the emerging Liverpool North New Town vision.
The project signals a shift towards more resilient, partnership-led delivery in the local regeneration strategy by combining a long-term institutional investor, a major housing provider, and the council’s own landholdings.
The scheme is located within the Greatie Market and Scotland Road Regeneration Programme and proposes the creation of around 135 new homes.
This includes approximately 110 Build to Rent properties delivered through initial funding from Aviva Capital Partners and 25 Rent to Buy homes, which will be owned and managed by the registered provider Torus.
Place Capital Group has been appointed as the development and delivery partner, working alongside Liverpool City Council to bring forward these high-quality homes as part of the wider masterplan for the area.
Strategic Investment and National Housing Policy
The introduction of investment from Aviva Capital Partners, managed through Aviva Investors, represents a substantial vote of confidence in the Liverpool development sector.
In partnership with Homes England, this investment aligns with the UK Government’s new National Housing Bank.
The Vescock Street scheme is expected to strengthen the city’s credentials and position Liverpool at the forefront of national housing growth policy.
It forms one of the first delivery phases of the Liverpool North New Town, a long-term programme focused on improving neighbourhoods across Everton, Vauxhall, Anfield, and Kirkdale.
The development will act as a catalytic early phase in bringing forward new housing and wider placemaking improvements.
These include an improved public realm, greener streets, and better walking and cycling connections to enhance local connectivity.
Additionally, the adjacent Central Tin site, owned by Liverpool City Council, has been proposed for further affordable housing development by Torus.
The provider, which already has a successful recent scheme in the area, will undertake feasibility work with the intention of bringing forward 20 to 30 additional affordable homes.

The proposals for the Vescock Street development remain subject to the usual statutory processes and planning approvals.
