Liverpool City Council launches new outdoor seating Policy to support the Hospitality Sector

Liverpool City Council has launched a new outdoor seating policy aimed at supporting hospitality businesses and enhancing the city’s café culture.

The updated policy provides clear, flexible guidance for businesses applying for pavement licences, helping them to create vibrant and welcoming outdoor spaces—while ensuring public areas remain safe, accessible, and inclusive for all.

Developed in line with the Business and Planning Act 2020, the policy outlines the conditions under which outdoor furniture can be used, prioritising pedestrian safety and unimpeded public access.

To assist businesses through the process, Liverpool City Council has produced a straightforward guide detailing exactly what’s required to apply for a pavement licence. The approach is designed to be adaptable, with conditions tailored to suit different types of businesses and local settings.

A clear enforcement process is also in place to deal with any unlicensed setups or non-compliance, ensuring a fair and consistent approach citywide.

This new initiative builds on the Council’s recent progress, with around 200 pavement licences issued over the past year. The online application process is simple and transparent, with clear information on fees and turnaround times.

Councillor Dan Barrington, Cabinet Member for Transport and Connectivity, said:

“The new policy is all about supporting our local bars, cafés and restaurants to create fun, vibrant spaces around the city, while keeping public areas safe, open, and accessible for everyone.” 

“This policy not only protects the rights of our pedestrians but also supports local businesses in contributing to a dynamic and sustainable urban environment.”
