A landmark real estate transaction on the Merseyside waterfront is set to trigger a massive urban renewal project.
The Police and Crime Commissioner for the region has completed the property transfer of the former Merseyside Police headquarters at Canning Place.
The keys to the complex were handed over to Homes England following a successful £17m acquisition, ending the site’s forty-year law enforcement history.
The conclusion of the sale marks the beginning of an intensive master-planning phase. Homes England is moving to appoint a consultant team tasked with orchestrating extensive stakeholder and public engagement frameworks.
This effort will construct a development blueprint tailored to local demands. Emerging concepts point toward a premium, mixed-use, residential-led neighbourhood incorporating new housing options, a hotel, contemporary retail spaces, leisure amenities, and public parklands.
Competitive Bidding Secures Capital Reinvestment

The finalisation of the deal follows a competitive procurement exercise.
The site spent nine weeks on the open market, attracting thirteen independent formal tenders.
Decision-makers selected Homes England based on a multi-layered scoring matrix reviewing commercial value, design innovation, localised social value, and environmental sustainability.
Importantly, the criteria incorporated public feedback compiled before marketing, alongside strict zoning guidelines issued by Liverpool City Council.
The capital generated by the transaction will be ring-fenced specifically for upgrading emergency services infrastructure across the metropolitan area, financing a long-term modernisation strategy.

“The site was part of Merseyside Police’s story for more than 40 years, but it was no longer suitable for a modern, forward-looking police service.
“This sale allows us to take the right steps to reinvest a substantial amount back into our policing estate, delivering on my commitment to provide fit‑for‑purpose stations and facilities that support our officers, PCSOs and staff to do their jobs effectively and put our communities first.
“Canning Place sits in one of the most important locations on Liverpool’s iconic waterfront, and Homes England’s involvement will bring fresh energy, new opportunities and a vibrant new neighbourhood.
“This marks the start of an exciting transformation for the site and the city.”
Public Sector Partnership Unlocks Prime Waterfront Site
The acquisition aligns with broader strategic frameworks designed to maximise the value of redundant public assets through targeted regional investment.

Constructed in 1977, the central seven-storey headquarters spans more than 135,000 square feet, supplemented by an annex, a car park, and a gatehouse facility.
The complex occupies a prime position directly overlooking the historic Albert Dock, bordering the Paradise Street transport interchange, the Liverpool ONE retail district, and the Baltic Triangle.
The complete vacancy of the premises follows a structured transition to Rose Hill, a purpose-built command centre near Scotland Road, which opened in 2022.
During the subsequent decommissioning window, the waterfront site served as a temporary deployment hub for specialised task forces and provided a vital logistical base for major international events, including Eurovision in 2023.
To manage the marketing campaign and asset disposal, the commissioner retained the specialist services of Mace Consult Ltd, commercial agency Colliers, and engagement experts PLACED to secure high-calibre investment partners.
