Knowsley Council Backs Prescot with Official Bid for UK Town of Culture 2028

At the end of March, Knowsley Council officially submitted an Expression of Interest for Prescot to become the UK Town of Culture 2028. 

Developed alongside key partners and the local community, the bid showcases the town’s rich cultural heritage, thriving creative scene and strong community ambition.

If successful in the Town of Culture competition, Prescot would receive £3 million to deliver a major cultural programme during the summer of 2028. 

This funding would create further opportunities to showcase the town’s heritage, creativity and growing cultural confidence on a national stage.

A Unique History and Cultural Revival

Prescot has a truly unique history and compelling story to tell. 

The town’s links to Elizabethan Theatre and William Shakespeare, through the Earls of Derby, were the inspiration for Shakespeare North Playhouse, the cornerstone of Prescot’s cultural revival and a beacon for theatre, learning and participation. 

The Shakespeare theme continues throughout the town with an artwork trail based on Macbeth’s witches’ chant and an array of food and drink outlets named in honour of Shakespeare’s work.

Over 370,000 people have visited the Playhouse since it opened in July 2022, which is helping to introduce children and young people to culture and inspire their creativity. 

The venue has been shortlisted for 38 Awards and was named Theatre Building of the Year in 2023.

Alongside this, Prescot’s world‑renowned watchmaking legacy, its powerhouse position in the global cable manufacturing industry during the 19th and 20th centuries, which is celebrated in gateway artwork installations in the town, and the historic town centre continue to shape its distinctive identity.

Driven by Community and Collaboration

Prescot’s cultural offer today is equally vibrant, with live music, festivals, markets and community-led events playing a central role in the town’s ongoing regeneration. 

Culture is firmly rooted in everyday life, driven by local talent and strong partnerships. Community involvement has been central to the bid, with local people helping shape its themes and ambitions. 

This collaborative approach highlights Prescot as a place where heritage and contemporary creativity come together, supported by a committed network of partners.

Cllr Graham Morgan, Leader of Knowsley Council, commented:

“The submission of the Town of Culture bid marks a significant milestone.

“It reinforces Prescot’s growing reputation as a cultural town with a proud past, a creative present and a bold future. 

“And this is backed by strong partnerships and a shared belief in the power of culture for everyone.”
